I Regular Session of the General Conference

The First Regular Session of the General Conference of OPANAL was held in Mexico City. The first part was from September 2 to 9, 1969 and the second was from September 7 to 11, 1970. 

Sessions I – V

In the first part of the General Conference, inaugurated on September 9, 1969, the representative of Mexico, His Excellency Ambassador Alfonso García Robles, was elected by acclamation as President of the Period of Sessions. The representative of Ecuador and the representative of the Dominican Republic They were elected by acclamation like the two Vice Presidents.

The first part had the participation of fourteen (14) Member States: Barbados, Bolivia, Costa Rica, Ecuador, El Salvador, Haiti, Honduras, Jamaica, Mexico, Nicaragua, Paraguay, Peru, Dominican Republic, Uruguay. Twenty-six also participated (26) Observer States: Austria, Belgium, Brazil, Canada, Colombia, Denmark, Spain, Ethiopia, Finland, Great Britain, Indonesia, Israel, Italy, Japan, Norway, Netherlands, Poland, United Arab Republic, Republic of China, United Arab Republic, Federal Republic of Germany, Sweden, Switzerland, Turkey, Venezuela and Yugoslavia; and two (2) international organizations observers: the International Atomic Energy Agency (IAEA) and the United Nations (UN).

Several topics were discussed such as the election of the Secretary General and the election of the OPANAL Council Members. In addition, several resolutions were adopted, including:

  • Status of the Second Additional Protocol to the Treaty
  • Use of nuclear energy for peaceful purposes
  • The Financial Regulation of OPANAL
  • The Agency's Operating Fund
  • The Regulations of the General Conference
  • Staff status of the Agency's Secretariat
  • The Validity of the Treaty 

Sessions VI – VIII 

Sixteen participated in the second part (16) Member States: Barbados, Bolivia, Costa Rica, Ecuador, El Salvador, Guatemala, Haiti, Honduras, Jamaica, Mexico, Nicaragua, Paraguay, Peru, the Dominican Republic, Uruguay and Venezuela. They were also present twenty seven (27) Observer States: Austria, Belgium, Brazil, Canada, Colombia, Chile, Denmark, Spain, Ethiopia, Finland, Great Britain, Indonesia, Israel, Italy, Japan, Norway, Netherlands, Poland, United Arab Republic, Spain, United States of America, Republic of China, Federal Republic of Germany, Sweden, Switzerland, Turkey, and Yugoslavia; and two (2) international observer organizations: the International Atomic Energy Agency (IAEA) and the United Nations (UN).

Several topics were discussed, including the first annual report of the Council and the election of His Excellency Mr. Leopoldo Benites Vinueza as the First Secretary General of the Agency.
