II Ordinary Period of Sessions of the General Conference

The Second Regular Session of the General Conference was held in Mexico City from September 7 to 9, 1971 and was chaired by His Excellency Mr. Alfonso Benavides Correa, Ambassador Extraordinary and Plenipotentiary of the Republic of Peru. The representative of Panama and the representative of Paraguay were chosen as the two Vice-Presidents of the Conference.

The General Conference had the participation of seventeen (17) Member States: Barbados, Bolivia, Costa Rica, Ecuador, El Salvador, Guatemala, Haiti, Honduras, Jamaica, Mexico, Nicaragua, Panama, Paraguay, Peru, Dominican Republic, Uruguay and Venezuela. Eight also participated (8) States bound by the Treaty: Argentina, Brazil, Colombia, Chile, United States of America, Great Britain, Netherlands, and Trinidad and Tobago. In addition, nineteen were represented (19) Observer States: Austria, Belgium, Canada, Denmark, Philippines, Finland, Indonesia, Israel, Italy, Japan, Norway, Poland, United Arab Republic, Republic of China, Federal Republic of Germany, Sweden, Switzerland, Turkey, and Yugoslavia; and two (2) international observer organizations: the International Atomic Energy Agency (IAEA) and the United Nations (UN).

At the Conference several topics were discussed and adopted several resolutions, including:
