V Regular Session of the General Conference

The Fifth Regular Session of the General Conference was held in the City of Caracas, Venezuela from April 19 to 21, 1977 and was chaired by His Excellency Dr. Ramón Escovar Salom, Minister of Foreign Affairs of Venezuela. The representative of Honduras and the representative of the Dominican Republic were elected as the two Vice-Presidents of the Conference.

The General Conference had the participation of the Member States, as well as ten (10) Observer States linked to the Treaty: Argentina, Bahamas, Brazil, Chile, the People's Republic of China, the United States of America, France, Great Britain, the Netherlands and Suriname. In addition, thirty-one were represented (31) Observer States: Austria, Belgium, Canada, Denmark, Spain, Finland, Greece, Guyana, India, Indonesia, Israel, Italy, Japan, Lebanon, Libya, Norway, Pakistan, Poland, Portugal, Arab Republic of Egypt, United Arab Republic, Republic of China, Federal Republic of Germany, Romania, Holy See, Sweden, Switzerland, Turkey, Union of Soviet Socialist Republics and Yugoslavia; and three (3) international observer organizations: the International Atomic Energy Agency (IAEA), the Organization of American States (OAS) and the United Nations (UN).

At the Conference several topics were discussed and several resolutions were adopted. Among them:
