XI Regular Session of the General Conference
The XI Regular Session of the General Conference was held in Mexico City from April 25 to 28, 1989 and was chaired by His Excellency Mr. Sergio González Gálvez, representative of Mexico. The representative of Ecuador and the representative of Panama were chosen as the two Vice-Presidents of the Conference.
The General Conference had the participation of representatives of twenty three (23) Member States: Antigua and Barbuda, Bahamas, Barbados, Bolivia, Colombia, Costa Rica, Ecuador, El Salvador, Grenada, Guatemala, Haiti, Honduras, Jamaica, Mexico, Nicaragua, Panama, Paraguay, Peru, Dominican Republic, Suriname, Trinidad and Tobago, Uruguay and Venezuela. They also participated nine (9) Observer States Linked to the Treaty: Argentina, Brazil, Chile, the People's Republic of China, the United States of America, France, Great Britain, the Netherlands, and the Union of Soviet Socialist Republics. In addition, they were represented seventeen (17) Observer States: Australia, Canada, Arab Republic of Egypt, Spain, Philippines, Finland, Greece, Hungary, India, Israel, Japan, New Zealand, Republic German Democratic Republic, Federal Republic of Germany, Romania, Holy See, Switzerland; and eight (8) international observer organizations: the United Nations Organization (UN), Organization of American States (OAS), Latin American Energy Organization (OLADE), United Nations Environment Program (UNEP), SPEC, Permanent Commission of the South Pacific (CPPS), Inter-American Nuclear Energy Commission (CIEN) and OMFLAN. The Secretariat of National Defense of Mexico also participated.
At the Conference several topics were discussed and several resolutions were adopted, including:
