XII Regular Session of the General Conference
The XII Regular Session of the General Conference was held in Mexico City from May 8 to 10, 1991 and was chaired by His Excellency Mr. Sergio González Gálvez, representative of Mexico. The representative of Peru and the representative of Uruguay were also elected as the two Vice-Presidents of the Conference.
The General Conference had the participation of representatives of twenty three (23) Member States: Antigua and Barbuda, Bahamas, Barbados, Bolivia, Colombia, Costa Rica, Ecuador, El Salvador, Grenada, Guatemala, Haiti, Honduras, Jamaica, Mexico, Nicaragua, Panama, Paraguay, Peru, Dominican Republic, Suriname, Trinidad and Tobago, Uruguay and Venezuela. They also participated diez (10) Observer States Linked to the Treaty: Argentina, Brazil, Chile, the People's Republic of China, Dominica, the United States of America, France, Great Britain, the Netherlands and the Union of Soviet Socialist Republics. In addition, they were represented twenty three (23) Observer States: Germany, Australia, Belgium, Canada, Cuba, Arab Republic of Egypt, Spain, Finland, Greece, India, Israel, Italy, Japan, New Zealand, Republic of Korea, Republic of Hungary, Republic of Poland, Czech Federative Republic and Slovak, Socialist Republic of Yugoslavia, Romania, Holy See, Switzerland; and six (6) international observer organizations: the United Nations Organization (UN), Organization of American States (OAS), the International Atomic Energy Agency (IAEA), Latin American Energy Organization (OLADE), United Nations Environment Program (UNEP), Commission Permanent Commission of the South Pacific (CPPS). The Secretariat of National Defense of Mexico also participated.
At the Conference several topics were discussed and several resolutions were adopted, including:
- Modification of the Treaty for the Prohibition of Nuclear Weapons in Latin America and the Caribbean (Article 25)
- Declaration of Foz de Iguazú on the common Nuclear Policy of Argentina and Brazil
- Prevention of radioactive contamination of the marine environment within the framework of the Treaty of Tlatelolco
- Cooperation between the Nuclear Weapons Free Zone in Latin America and the Caribbean and the South Atlantic Peace and Cooperation Zone
- Guidelines for the financial consolidation of OPANAL
