XV Session of the General Conference

The XV Regular Session of the General Conference was held in Mexico City on July 10, 1997 and was chaired by Her Excellency Mrs. Margarita Diéguez, Ambassador of Mexico. The representative of Argentina and the representative of Guatemala were elected as the two Vice-Presidents of the Conference.

The General Conference had the participation of representatives of nineteen (19) Member States: Argentina, Belize, Bolivia, Brazil, Chile, Colombia, Costa Rica, Ecuador, El Salvador, Guatemala, Honduras, Jamaica, Mexico, Panama, Paraguay, Peru, Dominican Republic, Uruguay and Venezuela. They also participated five (5) Linked States: Cuba, the People's Republic of China, the United States of America, France, the Netherlands. In addition, they were represented nineteen (19) Observer States: Germany, Saudi Arabia, Algeria, Philippines, Finland, Hungary, Indonesia, Israel, Italy, Japan, Kingdom of Morocco, New Zealand, Pakistan, Saharawi Arab Democratic Republic, Romania, South Africa, Sweden, Switzerland and the Republic Federal of Yugoslavia; and two (2) international observer organizations: Organization of American States (OAS), Brazilian-Argentine Agency for Accounting and Control of Nuclear Materials (ABACC).

At the Conference, several topics were discussed and several resolutions were approved, including:

  • Prevention of radioactive contamination of the marine environment within the framework of the Treaty of Tlatelolco
  • Strengthening the Agency for the Prohibition of Nuclear Weapons in Latin America and the Caribbean (OPANAL)
  • Participation of Non-Governmental Organizations in the General Conference. Modification to the Regulations of the General Conference
  • OPANAL annual award for the best thesis presented by students from the universities of the Member States and other interested parties
