XVI Ordinary Period of Sessions of the General Conference

The XVI Regular Session of the General Conference was held in the City of Lima, Peru from November 30 to December 1, 1999 and was presided over by His Excellency Mr. José M. Urrutia Ceruti, Ambassador of Peru. The representative of Brazil and the representative of Costa Rica were elected as the two Vice-Presidents of the Conference.

The General Conference had the participation of representatives of nineteen (19) Member States: Argentina, Bolivia, Brazil, Chile, Colombia, Costa Rica, Ecuador, El Salvador, Guatemala, Honduras, Jamaica, Mexico, Nicaragua, Panama, Paraguay, Peru, Dominican Republic, Uruguay and Venezuela. They also participated five (5) Linked States: Cuba, United States of America, Russian Federation, France, Netherlands. In addition, they were represented fifteen (15) Observer States: Germany, Canada, Korea (Republic ofe), Cyprus, Spain, Philippines, Finland, Greece, Iran (Republic Islamic), Israel, Japan, Malaysia, Morocco (Kingdom of), South Africa and Switzerland. Seven international organizations, twelve non-governmental organizations and eight special guests were also represented.

At the Conference, several topics were discussed and several resolutions were approved, including:
