XXIV Extraordinary Session of the General Conference
On Thursday, November 10, 2016, the XXIV Extraordinary Session of the General Conference of OPANAL was held in the Chancellery of the Embassy of the Republic of Ecuador in Mexico. The General Conference, the highest body of OPANAL, was chaired by the Ambassador of Ecuador in Mexico, Mr. Leonardo Arízaga Schmegel. For their part, the Delegations of the Eastern Republic of Uruguay, headed by Ambassador Jorge Alberto Delgado Fernández, and that of the Plurinational State of Bolivia, headed by Minister Counselor Jorge Caballero Barrera, were elected to occupy the Vice Presidency.
The General Conference adopted resolutions on topics such as: the reform of the Regulations of the General Conference and the Council of OPANAL; steps for the States Parties to Additional Protocols I and II to the Treaty of Tlatelolco to review or withdraw the interpretative declarations made to the Protocols; the approval of the Budget and the scale of fees for the 2017 financial year and; the educational activities for nuclear disarmament and non-proliferation carried out by OPANAL.
Member States discussed the status of preparations for the commemoration of the 50th anniversary of the conclusion of the Treaty of Tlatelolco, which will be celebrated in Mexico City during 2017 with two high-level events. On February 13, 2017, the Inter-American Conference on Social Security will take place (CISS), place where part of the Treaty of Tlatelolco was negotiated, a high-level international seminar on nuclear disarmament and non-proliferation; For its part, on February 14, 2017, at the Headquarters of the Ministry of Foreign Affairs of Mexico (SRE), the XXV Session of the General Conference of OPANAL will be held, at the level of chancellors.
The General Conference is the supreme body of OPANAL and, therefore, it is the one that makes the most important decisions for the Organization. It is made up of all the Contracting Parties to the Treaty of Tlatelolco, that is, all the 33 States of Latin America and the Caribbean, and holds ordinary meetings every two years, and may also hold extraordinary meetings whenever so provided for in the Treaty of Tlatelolco, or when circumstances so advise in the opinion of the Council.
