XXVII Extraordinary Session of the General Conference
Mexico City, November 17, 2022. On November 17, 2022, in Mexico City, the XXVII Extraordinary Session of the General Conference of the Agency for the Prohibition of Nuclear Weapons in Latin America and the Caribbean (OPANAL) took place, with the participation of more than 80 delegates of the Member States and the States Parties to Protocols I and II to the Treaty of Tlatelolco; as well as representatives of international organizations (International Atomic Energy Agency, IAEA; Brazilian-Argentine Agency for Accounting and Control of Nuclear Materials, ABACC; Comprehensive Nuclear Test Ban Treaty Organization, CTBTO; and International Committee of the Red Cross , ICRC) and civil society organizations (International Campaign to Abolish Nuclear Weapons, ICAN).
During the XXVII Extraordinary Session of the General Conference of OPANAL, the States Parties to the Treaty for the Prohibition of Nuclear Weapons in Latin America and the Caribbean (Treaty of Tlatelolco) approved fifteen resolutions, whose topics include:
- The request of the States Parties to the Treaty of Tlatelolco that the militarily denuclearized nature of Latin America and the Caribbean be respected and that the States Parties to Protocols I and II to the Treaty of Tlatelolco review or delete the Interpretative Declarations that they have made regarding to said instruments;
- The approval of the budget and the scale of fees for the 2023 financial year;
- The adoption of practical measures to improve the Agency's working methods to positively impact the substantive work of the Council and other OPANAL bodies;
- Carrying out procedures before the host State of the United Nations with the purpose of endorsing the status of OPANAL as an international organization and, therefore, enjoying the corresponding privileges and immunities;
The Delegation of Brazil made a presentation on the compatibility of naval nuclear propulsion and the Treaty of Tlatelolco, as well as on the status of the discussions that the Government of Brazil and ABACC maintain with the IAEA on the application of safeguards.
For its part, the Delegation of Mexico presented a report to the Member States of OPANAL, in its capacity as designated President of the Second Meeting of States Parties to the Treaty on the Prohibition of Nuclear Weapons (TPAN), on the objectives and possible results that are expected at the meeting that will take place in New York in 2023.
Additionally, the General Conference adopted the Resolution CG/E/Res.15/2022 “Vote of Thanks” in which we thanked: “the Government of the United Mexican States for its generous support to the Agency for the Prohibition of Nuclear Weapons in Latin America and the Caribbean – OPANAL – to hold the XXVII Extraordinary Session of the Conference General, providing the technical requirements necessary for its realization.”
La General Conference It is the supreme body of OPANAL and, therefore, it is the body that makes the most important decisions for the Agency. It is made up of all the Contracting Parties to the Treaty of Tlatelolco, the 33 States of Latin America and the Caribbean and holds regular sessions every two years and may also hold special sessions whenever so provided by the Treaty of Tlatelolco, or when circumstances so require in the opinion of the Council.
